Despite the Obama administration's promise to make decisions based on "sound science," the HHS Secretary overruled a decision by the U.S. Food and Drug Administration to make emergency contraception available without a prescription. In otherwords, available to ALL women without restriction. Never before has an HHS secretary overruled an FDA decision.
