Statements Regarding S.B. 203
STATEMENTS REGARDING S.B. 203 S.B. 203, the Conscientious Pharmacist Act, is the counterweight to H.B. 226. It would codify in Missouri law an existing executive order in Illinois that was promulgated following public hearings and was recommended by the Illinois professional licensure authority. S.B. 203, drafted by NARAL Pro-Choice Missouri, requires pharmacies to fill prescriptions for birth control without hassles, lectures, or delays. It imposes similar requirements for over-the-counter sales of emergency contraception (Plan B, sometimes called the “morning-after” pill).
All legal issues surrounding “pharmacy refusal” or “conscience clause” bills are discussed in the separate analysis of H.B. 226. The necessity legislation such as S.B. 203—which does not mandate stocking but which preserves contraceptive access—is demonstrated by the Pharmacy Access Report included in this binder.
